They really do make it up as they go along
UEFA are claiming they weren’t given any notice about the Premier League rescheduling Manchester City’s game against Stoke to a Champions League night.
That is likely to lead to a sanction at the end of the season, with some of Europe’s solidarity money that is paid to non-Champions League clubs for youth development being withheld.
 
Apparently though the premier league don't recognise the idea that games can't be played on the same night as a CL game so they are saying up yours UEFA
 
UEFA have no leg to stand on when they let lesser leagues do it, they just don't want the competition, especially when City/Stoke drew more viewers than any BT CL game that week, as well as Thursday night rags

It's not City having money withheld. It's still the Prem. it's the same as the Prem paying a fine.
