It's very inconsistent is all I'm saying.

he was eligible to play for Ghana through his parents but chose to play for German under age sides. As he never played a competitive match for the German national side he was able to switch.

Similar to Wilfried Zaha played for England from U19 and played a couple of friendlies for full England side but as he was always eligible for Ivory Coast as he was born there, he switched to the Ivory Coast.

Actually he did play competitively at youth level, which FIFA counts the same as senior level
 
Lewis was called up for the recent victory sheild tournament in Northern Ireland for Scotland under 16s, not played for Scotland so far but represented England,scored 115 goals last two and a bit seasons for City,see where his future lies internationally next few years
 
Pascal Kpohomouh, Benni Smales-Braithwaite, Harold Essien, Nathan Boyes and Harry Broome are the U16s that did not get a scholarship this year. Kpohomouh played at the Montaigu Tournament and Smales was with England U16 for the most recent tournament.

Not a fan of Benni Smales going. Is it because of Noah Ohio perhaps?

From what I heard, he was already unhappy last year so the club might be trying to avoid another Duncan situation by just getting in a striker from abroad in the summer before Smales might not decide to sign his scholarship or pro contract.
