Yep, felt he was invisible to them out there and wanted to make the squad for the 2014 World Cup, 3 months into the season he was called up and has been ever present since.
No harm to have a motivated player arriving then, if Fred comes he knows he'll have to perform to get into the squad for the Copa America 2019

We never do well buying these types of players. Javi Garcia and Fernando come to mind. Much rather go for the Kante type like hopefully Fred will be.
