City fined £35,000 for anti-doping admin error

This shouldn't be to serious, it could basically be that City forgot to update their training schedule or a players new home adress. Probably a warning for a fine.

That would be my thinking, but why a 'charge'? Why not just tell City to get their house in order by a certain date?
 
Seems like the sort of thing that if you looked for it, you could find an excuse to charge any club with some tiny admin flaw. Seems like a real hatchet job from the FA, especially to come out and essentially set the headline that we're drug cheats. Hope we fight back as we can't let them keep attacking us
