1. 90 minutes, in 2 45 minute halves using countdown clock. Clock stops automatically after goals and for corners, throw-ins, injuries requiring treatment, substitutions and free-kicks where the spray is used + penalties.
2. "Goal-line" technology for all sides of the pitch, the full length of the goal-line and down the touchlines so it isn't dependent on linesman's judgement.
3. All goals must be reviewed for offside only.
4. All linesman offside decisions where goals are scored must be reviewed, and overturned if incorrect.
5. 2 reviews per match, where a correct review means you keep the review.
6. Referees with audible microphones for TV audiences, and where a review takes place the audio is also played to the crowd.
7. TV review replays where (in stadiums with the facility) the review is broadcast to the crowd whilst it's taking place.
8. Instead of sin-bins for yellow cards, it's a 10 minute sin-bin for 2 yellow cards instead of a red card. Teams can review the 2nd yellow card.
9. The FA/PL must have an independent review of every PL game. Retrospective yellow/red cards may be issued + suspensions. Precedent, referring to incidents the previous season, must be publicly set in what can/can't be punished. Full appeals for all yellows/red cards, and the names/affiliations of all panel members must be published for all hearings, as well as their voting results.

11. academy players with less than 3 years of first-team experience must play a minimum of 30 games and minimum 900 minutes per season (30 minutes per game).

14. Fan vote on TV games for FA Cup fixtures. Seeded draw with a non-league only route into Round 3 via Rounds 1 & 2, so less League 1 & 2 teams and more non-league teams who would been drawn against the biggest teams. No replays, and neutral semi-final venues.
15. League Cup must have 5 under-23s in your starting XI.
16. Mandatory drug testing of all players at least 5 times per season, with results published.
17. Proportion of TV money based on entertainment value, playing intricate, creative, attacking football with lots of chances created and goals gains a bigger share, being camped in your own half defending for your life reduces your share.
18. Referees have performance reviews published after each match and are publicly ranked, and the top referees are allocated the biggest games based on merit and publicly available review.
19. Fans vote on core home/away club colours and these must be adhered to, and protected every season.
20. Clubs must reinvest all TV money back into the club on facilities/ticketing/transfers/academy etc.
