Using IPhone as a personal hotspot

So why did you say he wouldn't be using up his data if he was on wifi? The very definition of a personal hotspot is that it uses cellular data and creates a wifi network to relay it. And if wifi was available, he wouldn't need a personal hotspot, would he.
My work phone allows me to create a hotspot with it while it is connected to wifi. It is useful because our laptops force us to connect via a VPN for security reasons (viruses if the laptop can connect directly to other networks), but that means we can't connect to hotel wifi with it in a lot of places. We use the phone to connect to the hotel wifi and then use the hotspot to connect our laptops.
 
With one of these you can put your router where you want to put it.

Really? I didn't know you could do that and that's a very specialised use case. Every phone I've ever had disconnects you from the wifi network as soon as you enable a personal hotspot.

Still, it's not what the OP is trying to do, I would imagine.

EDIT: Do you connect your laptop to your phone via USB or Bluetooth perhaps?

I am reliably informed that creating a wifi hotspot, whilst connected to another wifi, is impossible, which to be honest is what I had thought. This is what Asus have to say (there are many such quotes):

"Wifi and hotspot can't be used at the same time because one wireless card is only capable of working in one mode at a time. It can be either in Master mode (Access Point or Hotspot mode) or in slave mode (Connecting to some other WiFisource). To do both things at a time, you need two wireless cards."

No, we connect to the phone wirelessly. As your quote says, it requires a device with more than one wifi chipset.
 
Unfortunately we're on Blackberrys. They are completely unbadged so I couldn't tell you which model, they have no keyboard though.
Well I have to say, that's a very very unusual feature on a phone. I reckon 99% of phones cannot do what you describe.
