Minimum Alcohol Pricing in Scotland

Well where is the cash for leisure centres and such to promote a healthy lifestyle. I remember the gov pushing this idea but then nothing. Councils are all in debt and the first thing that gets the chop is any cash bound for leisure centres.
 
So has anyone worked out how it will work yet? Is it additional tax? Or do the retailers make an extra say, £4 profit on a bottle of scotch? Or do the wholesalers charge more? Or the distillers? And as someone earlier said no one will buy the own brand stuff any more as it will be the same price as the branded stuff. Confused.
