That would mean someone who comes to a match at the Etihad gets arrested 0.007% of the time. When you put it that way it doesn't look that bad.It's a story about nothing, if anything football fans should be congratulated for behaving so well! 4 arrests per 100,000 spectators and if I read the graph right we had just under 70 arrests last season. If you just take home games alone that is for approximately one million spectators!! What a load of codswallop!

Exactly what I mean the headline makes it look like there is some sort of huge hooligan problem when the opposite is the case. There will be more arrests on a Friday night in a small town than most clubs get in a full season.

I think you might get arrested for this, if in view of other people in the ground, yes.
