I think the Italian league full stop is just not that attractive to the very best players these days. Teams are constantly mired in dodgy dealing cases in a country that has pretty serious troubles across the board. Away support does not exist afaik with avg attendances shrinking or at least their avg crowds are poor, Inter, who, if memory serves; are top of attendances but only average 45k or there about. So either crowds are not around or stadiums are not being enlarged/updated.
