There's a reason for that, and it's not just the spending cap. We didn't need to be more aggressive in the transfer market. Look at Chelsea, United, Arsenal, Liverpool, they all had sizeable gaps in their squad that needed to be addressed, Chelsea needed a left back, and at least 1 striker, United need an entire team virtually, Arsenal need defenders and goals, Liverpool need to replace their fullbacks and goals/creativity. And City, what huge hole was their in their squad? We needed cover at right back, and got a top quality Prem fullback, for free. We needed a holding midfielder and so we got a good one for £12m. The only real need we had was a centre half, and we look to be on the brink of spending £30m+ on a top young one. That's what happens when you've built the squad City have, it's 1 or 2 additions, there isn't the need to splash the cash on 4, 5 or 6 players like the other squads needed.
