Why do we send a lot of players to places like Holland and Liga B etc? are they not better off in the championship? or do the foreign leagues offer higher levels of technicality etc?

Don't watch the Championship, but LA liga 2 is plentiful technical (in general). La liga 2 is very competitive; top teams could perfectly play in first division.
A lot of teams in first division get players of LA liga 2 (and I don't mean young players).
What's more, Championship sides are rich and can afford to buy players instead of getting players on loan.
 
Also, Unal and Moreno had to go on loan abroad as they wouldn't have got work permits to stay in the UK originally
 
Going out on loan is ok if that club has a playing philosophy like ours, and with a manager who is friendly towards City and is more than willing to help develop the player, but the truth is the manager of any club is forever under pressure. Pep included, otherwise these players would get quality game time. Unless a player is the real deal, maybe it's best for everyone's interests just to sell them off cheaply with buy back clauses or with a percentage of any sell on.
