The costing for building a car park ten years ago would have assumed "normal" - but now you might have to assume that with the fire service getting there later and understaffed any fire will be more likely to get out of control. I hope that means 4 "on call" crews as well as the usual whole time crews (not that there's that many of them now, down to 11 or 12 at night). It still leaves huge areas with a long wait for a second fire engine if the on-call crews aren't available.

On call crews don't fancy turning out at weekends - and Wilmslow struggles as no one can afford to live within a few minutes of the fire station!
