Does anyone fully understand them ? Is there a limit on the amount MLS clubs can spend ? I know they have some sort of wage cap excluding 3 nominated players but does anyone fully understand the rules ?

All I know is that they're quite complicated as any players brought in from other leagues are bought by the MLS themselves rather than the individual clubs, after which the players are assigned a club, similar to the draft. This seems to result in them rarely paying transfer fees, although I think there's a structure in place that would allow say, NYCFC to give the MLS the money to purchase a player on the understanding that the player would only be offered to NYCFC.

Salary wise they're allowed 3 foreign DPs with some extra rules for USA internationals, after that they just seem to be trying to create work for the legal profession.
