There's a form of seeding in that 'Big Clubs' don't appear until R3, and others have God knows how many qualifying rounds to overcome before they get into R1 proper.

Doesn't seeding normally benefit the good teams? I don't understand how he thinks it can work unless the best teams enter in the early rounds and the others in a later round
