Puppy dies during flight

A rather depressing story about a bulldog puppy being put in the overhead compartment during a flight in America, the puppy sadly runs out of oxygen and dies.

Firstly I’m not sure why the flight attendant would think putting a dog in the compartment would be a good idea. Secondly, why would the pet owner or another passenger on the flight not intervene - especially when you hear that the dog was crying during the flight.
