If the club are open to negotiations, you can be granted permission to discuss terms with the player. Reduces hold ups once a fee between clubs is agreed.

It happens all the time and has done for years.
I doubt there is a player we have signed in the last 5 years who haven't at minimum agreed wages before city have agreed a fee with the club.

We are seeing improvements of late though, IMO
