Time for fouling culprits to get their comeuppance

How about the person who has fouled and injured a player being banned for the same time until that player is back in action be it 2 weeks , 3 months or year if necessary .
This has been a topic for years in rugby.

The only thing is, sometimes, like de Jong on Ben Arfa, you don’t mean to “do” someone yet still break their leg and people still blame you.

Would it have been fair if de Jong was out for ten months like Ben Arfa was?
 
The problem with a retrospective ban is that it actually benefits that team's subsequent opponents. Which in turn could be to the further detriment of the fouled player's team. I don't know what the answer is, apart from better refereeing decisions at the time of the offence, aided by VAR.
