I didn't think any one tackle by Tugay merited a red card, but imo the tackle for which he was yellow carded was a correct decision, and he committed a very similar foul in the second half which imo should have resulted in a second yellow card. I wonder if Howard Webb realised that it would have meant a dismissal and didn't have the courage to dismiss Tugay.
Tugay also appeared to receive a verbal warning from the ref following one of his arial challenges. I don't think the referee was being consistent.

Ireland was indeed fortunate, some players would have milked that situation. Dunne was also very lucky not to get a caution.
