What happened to diving headers?

One of the best goals I ever saw was for Italy against England in the late seventies. The fantastic move ended with a brilliant diving header!

Italy 2 - England 0. Roberto Bettega, I think.
 
They've been outlawed by pgmol, the head is dangerously low and travelling at speed and could cause a serious injury.
 


This injury time flying header sealed victory we needed to keep title race alive. We went onto win it. I watched it in New York. What a game. Missed a penalty before we got winner. Nerves where shredded.
 
Hurts me to say this but RVP's header against Spain in the World Cup was a brilliant goal.
