Why are Scousers called Bin Dippers?

bin - pocket - dippin, they were pretty good at dippin your wallet out of your pcoket, just from knowing a few of'em.
 
It was fucking cold in Liverpool on Saturday, the Scousers were actually walking around with their hands in their own pockets
