All the developments are part of a deal with the City Council so CPO powers are available if needed.

They are wasting their time.

Correct! I think Mantax might be one who's trying to play the game??

http://menmedia.co.uk/manchesterevening ... plex-plans

City's plans for a world-beating training complex are being blocked by two small businesses which are refusing to sell up.

The Blues revealed in July they want to spend £100m transforming a run-down 80-acre plot in the shadow of the Etihad Stadium. The plans include a 7,000-capacity arena, community facilities and a sixth-form college. Backers say the project would create 250 jobs and kick-start development in one of Britain’s poorest neighbourhoods.

But a handful of businesses on the site have stalled progress by refusing to leave, we can reveal today. The companies holding firm say they feel they are being forced out and that re-location would be damaging. Four companies are yet to agree compensation packages with the club.

City are confident of striking a deal with two – Tyresave and cab firm Mantax.

But the owners of New Life Windows have not entered into any discussions with the club, while talks with OB Trucks — a vehicle-recovery firm – ground to a halt over the level of their demands, according to Town Hall papers.

If no deals are reached, Manchester council would look to step in and secure a compulsory purchase order (CPO) to force the firms to sell up at market prices. A report to the council’s executive, which states the case for a CPO, reveals that without the final plots, plans for the academy and training complex will not go ahead

Town hall chiefs say all companies have been offered ‘reasonable sums’, and the need to regenerate the area ‘clearly outweighs’ any disruption. The packages on offer are believed to include market-value sums for land, relocation costs and compensation money. Dozens of other firms on the site have already accepted.

Plans for the training complex were unveiled after years of research which saw Blues chiefs visit more than 30 elite sports venues across the world. A public consultation exercise showed local people were overwhelmingly in favour.

Council chief executive Sir Howard Bernstein said negotiations would continue and compulsory purchases would only be sought as a last resort. But he added: "The transformational change associated with these proposals must go ahead.

"We don’t believe there are any interests in this area which can’t be accounted for in other parts of the city. We fully expect interests to be settled amicably and the club and the council are anxious for that to happen.

"CPOs are a traditional part of action taken to support regeneration and where you’ve got parties looking to deliver significant change, like this, we have to underpin that with the capability to deliver it."

The council’s ruling executive will be asked to agree to seeking the CPO in principle on Wednesday. The order could then be authorised in the new year.

All costs would be reimbursed by the club and its partners.

Eddie Smith, chief executive of regeneration company New East Manchester, said: "We are striving to reach a resolution that will avoid the need for compulsory purchases."

Manchester City declined to comment.

Anyone in the right mind wouldn't take up that deal.

Any firm trying to make money for themselves out of the deal, would harm their chances of getting the level of compensation they would desire.

link on MEN site to old article on 24th october of an Asian guy who owns the window business looking smug thinking he is winning.

He will probably get less by holding out than he would have by accepting the deal.

Oh dear, oh dear. Just when you think they can't get any sadder.
A pie in the sky idea and a doomed consolation tale for deluded, bitter rags, just like the Green And Yellow campaign, the Red Knights, aka Cockneys on Donkeys, and the non-existent Qatari investors.
Still, rags seem quite happy about the idea of ripping each other off.
