Seems pretty obvious that the situation is-

We have agreed terms with the player, we have agreed a fee in principle with Monaco, we have not yet agreed how exactly we're going to pay it ie the payment structure, we know no other clubs are interested at the agreed price and we are therefore taking our time to get every last concession out of Monaco we can on the payment structure, after all it has to be factored into a £300m total spend in the FFP era and the fact we weren't expecting to have to pay an extra £30m for another RB thanks to Alves.

Worst case scenario we have until at least the start of the season to get this done, or until another club enters the scene at which point we'll probably just give in to Monaco's demands and wrap it up.
