Usually, these things hit the press when someone has behaved in Dubai as though they were in Blackpool and then tries to claim they're being picked on by the authorities.

The Dubai police are well aware of tourists and since that's the primary industry they don't clamp down heavily on alcohol. Chasing tourists away is the last thing they want. Now, yes, this person may well be entirely telling the truth, but it is amazing how people caught fucking on the beach whine about how they were only holding hands in the privacy of their hotel room.
