The FA need to grow some balls! Having the broadcaster dictate how and when they do the draw is ludicrous. In fact I would go as far as saying it brings into question the integrity of the competition. The teams who haven't played by the time the draw is done will know the incentive or disincentive awaiting them, which could have a mental affect on how they approach their game, in fact it could even affect the managers' team selection - an example Wigan, fighting for promotion to the Championship which is far more important than whether they get to the 5th round or even Q final of the FA Cup, imagine the winner of our tie is drawn away to Chelsea in the Q-finals, so already with a daunting task of playing us, even if they break their backs and jeopardise their league position by going all out to beat us their reward would probably be a hammering at Stamford Bridge. We've already seen a lot of the championship sides who have played us in the league cup, suffer immediately after playing us (even Wolves lost to QPR in their next game!) so wouldn't some part of the team and manager be thinking, lets just get a respectable result and not blow our whole season on this one game? However, imagine instead that the winner of our tie gets to play Hull, or Wednesday or Coventry at home in the Q Final, suddenly there's a really good chance of getting to a semi at Wembley, might change the attitude completely. There are lots of other examples you can use.
The bottom line is, any natural outcome is affected by changing a condition half way through that outcome and that's what a draw mid round does.
