If we get this guy I could see Pep turning him in to a WC DM, if not I'm really not too worried, there are plenty of DMs around who we could go for. Jorginho, Weigl, Fabinho, N'Zonzi, Weigl, Torreira, Diawara etc. all of which I could see Pep doing wonders with.

If we are being honest, calling Savic a DAM grossly understates his value. He is simply a talented Midfielder, who looks on the way to being a top3 CM in the world.

Wlith Silva and Dihno aging, adding him to Debryune will have us pretty much in contention for the next 5 years.

In contention for everything. Sure, a superstar forward has to be found (Aguero's future replacement) or teased out (Sterling, Sane, or Gabriel). But the base upon which they'd spring from in the future (Debryune, Savic, Bernardo, Gundogan, Fred) will guarantee an extremely high likelihood of success.

This is the kind of signing that would suggest we've learned from the mistakes of the prior 2 league winning seasons. Assuming we win this season that is :-)

But that would totally block foden a chances in the first team.
 
Lets not get too excited. We are talking about someone who said zlatan big nose is his favorite player and the eye gouger is the best manager in the world. Already a major red flag for me. The gouger also recently said they need a midfielder. Do the math.

I think hes off to the rags for 120m+ and will be on 300k per week, no other club will offer anything close to that. Lazio will be licking their lips, ready to bend the rags over and extract maximum value.

Think we don't need another deep-lying B2B player already having De Bruyne and Gundogan.
I doubt in SMS' ability as a DM, he isn't good enough defensively, specialist pivots like Jorginho/Weigl are a level above in this regard.
He wouldn't replace Silva either - not a penetrative 'needle player' that can play right behind the strikers.

Besides, it's important for City to have more agile midfielders for pressing purposes, Savic's mobility leaves a lot to be desired.

To sum it up, I don't believe that City's interest in SMS is serious.
