It's his 4th season though, it's not like he's inexperienced

The FIA absolutely bottled it yesterday.
They gave a 10 second time penalty to gasly for a similar incident which was far too lenient.
Should have been a 10 second stop and go

I think the issue the teams have is that it's not a case that you can just leave one of the units off; by ditching the MGU H they would need to re-design the total engine/ energy recovery set-ups

The cars will be louder from what I read but also less fuel efficient.
Possibly refueling might come back into play?
