They have to impede someone or actually try to play the ball first. General rule with those fouls in the box seems to be if the player has already gotten a pass or shot away then play on (unless excessive force is used) if they haven't and lose the ball it's a penalty. For me Mata is actually controlling the ball, even if it eventually runs to Fred after he's fouled, so it's a penalty.Right, I just thought they were so close, when he played the ball, they were active
