The refs assistant is only to raise the flag if absolutely certain. If he/she isn't they're supposed to raise the flag later and then it goes to VAR

Yes they are trying to manipulate but in this situation they will be called on openly with video replays by coaches like Sarri did and it will all come down to how low they will fall to keep the corruption going.
