If the ref wanted another look at the Ota/pen incident and the system was broke/not working , why did he then award the pen and book him ???!

I can sort of see why it was given, shot on target deflected wide by an arm, despite the arm being by his side and him trying to get it out of the way(doesn't have to be deliberate to be hand ball) but it was still very harsh. But it was never in a million years deserving of a booking. Neither was the 2nd yellow
