Players with no confidence and who don't know what they're supposed to be doing fail to do the basics all the time.

As my post-post-edit rebut to your post-post-edit elaboration suggests, being able to constistently do the basics at this level should not be based on confidence (although, I will admit that is up for debate), and certainly has absolutely nothing to do with tactics (which is not up for debate; being able to take a ball down properly under no pressure is not related to tactics in any way).
