Why do refs instruct players to keep their hands down, they are supposed to ref the game, not instruct players of the laws of the game????????????????????

I have uttered on many an occasion WhyTF is he explaining the LotG to professionals. If I reffed in the PL I would instruct the two teams that they know the laws - but I know them better, and the first goalie to waste time at a goal kick will not be warned, be warned you won't be warned - yer'll be carded - do it twice and yer off!
