Well if BJ closes the loopholes during the day I will accept that but my suspicion is they were left open deliberately. Why? Mitigation of the virus.No not really. A whole range of places got shut yesterday, explicitly. A list of them. Some may look for wriggle room, some sraff may challenge it, it will soon get sorted.
Others are allowed to operate. The big message is don't go out unless you really have to, dont socialise. and that will be what makes the big difference when the public start to really buy into it.

Sites have to be made safe and secure but if people can work outside and keep a safe distance from each other then apparently they are ok to continue.Construction company I used to work for still have several sites in London open!

This tactic of gradually tightening of the valve tells me that they are still following their initial policy of a controlled infection.
If they had wanted to reduce transmission to the bare minimum they would have done so. This is not an oversight. We're still following the mitigation strategy, they've just tightened it somewhat. The death toll will end up higher than it otherwise would have been because of this. The public are ready for a lockdown. There is no excuse not to do it.
