So, apart from Peter Sutcliffe, pretty much anyone.There are pretty much no limitations on who can be PM, ignoring maybe crimes and insanity. The actual position is barely defined.

It's madness that a government would let an advisor do that much damage. Unless of course he's much more than that.
They obviously think they can ride this one out and get public approval back in time for the next election.

It's even worse when you add in Scotland and NI mate -47k.ONS figures today show 41k+ deaths not the 37k they are claiming - Brexit damage to come and influence the polls still further. Personally I am happy for Cummings to stay in post with Johnson and destroy the party and the man but we both know Cummings will be made to walk and if the decline isn't reversed the Tory Party have no qualms about changing leader.
