Having a discussion with a mate, is it out in the public domain that city refused a plea deal in December in exchange for admitting guilt? I’ve seen it mentioned on here a few times and have googled it but haven’t found anything.

Pretty sure that's true. When you've done nothing wrong, why accept a lesser punishment or any punishment at all ? It's tantamount to admitting guilt when you're innocent.
