Or is the idea we get him cheap, first, which is exactly what we we should do anyway, if we scout him first, irrespective of signing Koulibably, who is 29, therefore only designed for a limited spell at the club.

If we give up looking for young, brilliant players, because we have older ones, we won't last long.
My idea would be to get someone on the rise, someone who is capable of doing a job right from the start but is capable of improving and developing into an even better player long term (like we do with everybody else).

The older a player is, the more cautious we should be with the money as players have a limited shelf life and in Koulibaly's case is probably finished in 4-5 years when his contract expires. A younger player can still move with a year left for a very agreeable fee, to allow you to rebuild again (e.g. Sane).
 
I didn't say "buy in order to get money back", simply that being able to recover money is a sensible consideration as with anything in life. It's not the sole intent or consideration, absolutely not, but it is a by product of a good, sensible, resilient transfer strategy.

We purposefully buy younger players in general, as it's the best of both worlds; they either do well and stay (Kompany, Silva, Aguero through to De Bruyne, Sterling and multiple others) or they don't and we recover money (Danilo, Delph and to a lesser extent Sane).
Mate I dont entirely disagree with you but in the absence of a suitable alternative we need a quick fix with experience and quality. We appear to be putting a premium to these factors on this occasion for a reason, assuming we get him.

No to be honest it's right player and the right price or walk away for me, I'll always put long term plans in front of short term stop gaps and that's all Koulibaly is for me. Good, very good player and if he's available at a good price, then why not, but at the current quoted asking price, he's not worth the gamble.

Not every signing needs to be able to start for us for 10+ years. Koulibaly probably has five seasons in his legs which is the same length of time Otamendi, Sterling and De Bruyne have played for us- look what they've achieved in that time!

Laporte had achieved absolutely fuck all before we signed him. Lots of us thought he was a risk and we'd never seen him play. He's turning out pretty well. De Bruyne had no real impressive trophies before joining either, or countless others. Players come here to win their trophies, so what matters before they sign is their own quality.
 
No one can guarantee anything and I'm not a scout. I see as much football as the average man, so my judgement is based on what I see. However my limited viewing experience doesn't mean that those players don't exist. Like I said to another poster, who considered the lad Haaland last summer, no one but suddenly 90% of posters say he's the next must have striker.

Potentially better signings than Koulibaly most probably exist but Koulibaly is right now the most proven among the options and given that Pep is running out of time here we go for the most proven in order to have a good chance to win the league and the CL. Every transfer is risky to some extent. Money shouldn't be a big factor, especially with expected sales of Stones, Ota, Zinch, some loaned out players, youngsters and Sane's departure. It's very difficult to identify the next great CB and be sure he will hit the ground running. Even a talent like de Ligt had problems last season. So, we pay for someone already proven.
 
You don't make an offer until you know its going to be done, this isn't eBay. Probably Napoli and Lille now fighting it out over the replacement defender coming in.
