Several clubs would pay big big money for Messi, but if his clause allows him to leave for free, City are in pole position because of Pep. I doubt it would matter if Juventus, PSG and United offered him 1.5m a week. I think he would take 300k a week at City just to play for Guardiola again. He doesn’t need the money.
Juventus still has Ronaldo, forget Juventus. Raggies and PSG can swoop on So can Real Madrid
 
IF he can leave on a free then a number of clubs are in play for this very reason.

Most of top clubs in Europe would think nothing of paying him 300k/week and giving him a hefty signing on fee.

With that being the case it comes down to a couple of other considerations

1) Will Messi and his agent leverage his offers against the competing clubs to get the best offer?

2) Will Messi's current Nike endorsements prevent him from considering a move to a club with a rival manufacturer?

3) Will Messi take into consideration his past relationships with Pep, Ferran and Txiki and decide those take precedent over 1 & 2.

Basically, there's any number of ways this could go

Almost 0 chance Messi leaves bars on afraid he will never do that to them.

China or the US

There is zero chance that Messi will come to play in MLS in my opinion. Think of it this way. He's making about $35 million per year at Barca. Right now the highest paid MLS player is $7.2 million a year for Javier Hernandez. The only way I could see him going to the US would be in a Beckham type deal where the league promises him a discounted price to build an expansion franchise. But with a franchise costing $200 million dollars now, plus stadium costs, etc. that all seems more than a bit far fetched. When Beckham made his deal, he agreed to pay $25 million for a franchise, but that was considered top dollar at the time. He saved the struggling league back then. MLS doesn't need a savior right now as it is one of the fastest growing (in terms of money) leagues in the world and is on very solid financial footing. Messi would be welcomed anywhere he wants to go, but I just don't see the US being that market. China would make sense as despite them paying a gazillion dollars for some name stars, nobody watches China's league. Bringing in a player of Messi's caliber would immediately draw attention. But how much, who knows?
