Fifa can issue the transfer documentation as far as I know? The Spanish League could do fuck all, they operate like mini-Hitlers and think they are the gatekeepers, not merely the administrators.

But surely FIFA would not do that unless the case is very strong which this might not be given the reports and even if they did they might require a court case and even if they did not no doubt Barca would challenge it in the courts so even if we won it would take ages
