They are clearly a team in decline and there is absolutely no way Messi will sign a new contract no matter who the president is.
Weather we sign him depends on two factors: our form and Pep staying. The latter is totally linked to the former. The next few months are pivotal.
If we have a good two months I can see us trying to sign him in January but 15 million looks way short of the mark, unless he is causing a shitstorm in their dressing room which is always a possibility.
A swap for Garcia is however likely maybe plus a little cash.
