Seems that the financial burden that being first brings is not literally worth persuing.
Their value to global appeal of football needs them to be near the top not at its peak.
A combo of penalty awards, var decisions and compliant media lies ensures revenue targets are achieved via its gullable supporters.
Just a business servicing it's owners.
