I suppose you could argue a weak ref booked 5 City players and fewer Atletico players, and UEFA appointed that weak ref so UEFA are to blame.

5 players received yellow cards, triggering an automatic fine from UEFA.

City will pay it as it means nothing in the grand scheme of things.

If there had been a competent ref in charge, 5 Atletico players should/would have been booked.

Yes it's down the ref who gets fined as its him who books players.

That seems a flawed system and open to being fixed abit like VAR.

It obviously means very little in the long run but this is genuinely infuriating. The fact that they had their fans banned for being racists in the first leg yet UEFA were happy to overturn that decision. The fact that Savic wasn't sent off was mind boggling but this is just taking the piss. UEFA obviously think racist abuse, head butting your opposition and pulling opponents hair is acceptable.
