If you are referring to CFG accounts, the change of policy was announced when City released their accounts.
Note, since both City and CFG are registered as British private companies there is no legal requirement to publish the accounts.

My (mis)spelling comes from a famous headline in a well known Scottish newspaper, following an embarrassing home cup defeat for Celtic to Inverness Caledonian Thistle.
I would imagine @Magicpole still has nightmares about this match, as we do about Halifax in our never to berememberedforgotten cup match.
