Most ministers are just figureheads and their departments are effectively run by civil servants on a day-to-day basis, implementing the policies of the government of the day.

Yes, but if there is no-one to direct policy and make the decisions, the civil service have no-one to report to and seek guidance from. That's untenable.

To have just a minister in the Lords also makes answering Education questions in the Commons quite difficult.
