Yes, but if there is no-one to direct policy and make the decisions, the civil service have no-one to report to and seek guidance from. That's untenable.

To have just a minister in the Lords also makes answering Education questions in the Commons quite difficult.
 
Not sure he can realistically remain in charge until the autumn. He has to go immediately.

Autumn seems a stretch, although the recess is in a couple of weeks.

Resigning completely would presumably put Raab in charge until the internal vote puts Braverman in (joking).
 
If the stupid twat thinks that it's a good idea to lead a zombie government for the next 3 months he really is not a full shilling.
