If it was only one country the EU Commission would have a say, regardless of whether all competitors are based in EU member states. Eg a company based in US are obligated to meet GDPR regs if they want to trade in the EU. La Liga have, or plan to, complained to the EU about PSG using state aid which affects the market This is where the loony Harris has got his story from.
Pretty sure Swiss law incorporates EU law because of their trade and labour agreements, so UEFA as a Swiss organisation also has to comply with EU directives. How many UEFA participants are in the EU has nothing to do with it.
Doesn't matter anyway, La Liga's case against PSG has no chance of success. It's just sabre rattling.
