I recall a senior detective who worked on the Savile case saying recently that the police have for years been trying to feel the collar of another well-known public figure for serious sexual misconduct but had been repeatedly stymied by insufficient evidence to bring the matter before the courts. How do you police the Internet? Its American owned but probably dished out in Kazakhstan to a European audience. How can an English court/police control that ?
There are no real rules any more. You either ban everything like they do in China and be condemned by the world or you open the floodgates.
