I personally can see Pep extending his contract, however its not 100% so any business not least the best run football club in the world has to have a plan "b" if he does decide to go. There is no need for panic but this is just good business practice from City, all situations must be covered. These reporters are just picking up on one aspect of the plan and running with it to create a story.
