I mean that one is simple to answer - Adam Lewis will have advised them that in his opinion there was enough to proceed with. On Mancini & Fordham that’s understandable, even if they’re ultimately nothing burgers.

The most important question is why they decided to proceed on the most serious sponsorship allegations that - barring some gamechanging documents that even if they existed, City wouldn’t have provided to them - there is almost certainly no path to success for the PL.

A cynic might suggest that with the delay between the charge sheet being drawn up and released, they were still hunting for something more cogent on the sponsorship stuff, as Mancini & Fordham aren’t gamechangers, but ultimately panicked into pulling the trigger early once the whitepaper on regulators came out..

Certainly if the PL can’t land the serious charges this case will be discussed by Business MBA’s for a longtime to come as a what not to do.

So meanwhile what is this so called independent panel dragging their feet about? If the PL had us it would have been done and dusted by now. The longer this drags on the more evident it is that the PL don't have shit. No one thinking rational would conclude anything otherwise. It's obviously a way to drag us through the mud during our period of excellence. They're praying we fall off on the pitch before they have to put an end to this nonsense but our relentless resolve is making their lives more miserable by the day.

This business has been going on so long that I'm not sure I haven't put in an identical post some considerable time ago. I don't think we need have any cause for concern about the integrity of the IC. First of all it is NOT the PL. The PL may be mired in politics, it may have agendas coming out of its ears and the regulations may simply be a weapon for some clubs to use against a dangerous rival, but the IC will have to be picked on the basis of experience and expertise. It must not and cannot be a kangaroo court in any way. We don't know its exact composition but it will be chaired by a KC of experience and objectivity and experienced figures in the field of finance. Our main concern is that it will enforce PL regulations rather than the law, but City claim to have irrefutable proof that we have done nothing which infringes these regulations. The KC will be very aware of the degree of proof required to "convict" and will advise accordingly. One other factor is that City will be ready to pounce if the ruling is perverse or at all unsound. In addition those preparing the appointment of an independent regulator will also look for any hint that "self regulation" by the PL is at all biased, unfair, anti-competitive and unequal will use this as grounds to short circuit the PL.

Secondly I think we need to consider the likelihood of the likelihood of a charge of non-cooperation being successful. If we go back to the CAS hearing the phrase used repeatedly was that UEFA had brought forward no evidence to support its charges. City were said to have cooperated fully with CAS and the charges were dismissed. The PL continued with its "investgations" and years later produced its 115 charges, infringements repeated over a period of years. Presumably these charges are not based on no evidence again, so the PL must have some basis on which to take action, it must have had that evidence in its hands some time ago and so the question of City's co-operation or otherwise is irrelevant. Either the PL has evidence or it doesn't and if it doesn't what on earth is it doing.

Wouldn't Adam Lewis who is an experienced KC have advised Masters & the Epl how difficult it would be proving their case based on the lack of evidence. Mancinis' contract & Fordham would be side issues that would never have gotten this far on there own merits.
