Usually it seems that way - targets identified, personal terms agreed etc and then the finance guys negotiate with the club. But this window seems a bit odder than most - no real concrete targets (Bruno G a possible exception), clubs wanting to do deals to beat PSR and uncertainty about some of our players getting heads turned.
