His handlers have no doubt instructed him to do that and then, when the Harris camp (factually) state that they have not agreed to any debates, much less on those dates, he will say she is a coward and refuses to debate him.

My favourite part of that is everything Noem said is verifiably false, as well: Minnesota has a substantially bigger economy, their GDP growth rate didn’t go negative at the start of this calendar year, and I believe the net migration between South Dakota and Minnesota favours the former.

I would say she is all bark, no bite, but we all know that can’t be true.
