Large unwieldy bureaucracies, like the Soviet Union and to a lesser extent the US Government, by their very nature have a propensity to create countless meaningless jobs, that add little to no added value. Workers are trapped in a stifling bureaucracy that requires the effort of hundreds, thousands in some cases millions of people, to keep a deeply dysfunctional and inefficient system from collapsing.

Id say they mostly do it for safety. And in so far as some do it out of shame, that is a sad function of self hating indoctrination that they learn in school.

I am amused at how unaware most Westerners are that this hate your country bullshit is strictly a Western affliction. No other peoples from any other Country feels this way about their Country.
