No I don't see why it would be since inception - the only thing that Tribunal was asked was in respect of APT rules and Amended APT Rules - all from 2021. But nobody knows which was City's original point on why everyone should wait.

I don't think this means there has been a really significant development. I suspect it was convenient and that they aren't quite reading for SCR - has a sample of the drafting even been tabled? Who knows.

Yes, good point. I suppose, following the logic that the tribunal couldn't even consider the subsequent changes to APT, they wouldn't want to opine on the status of the PSR rules as a whole either, even if they decide the APT rules are null and void. It may need yet another tribunal.

Probably reading too much into it, but it's a hell of a change in tone from the PL ......
 
The Times piece does say:

I suppose the question is: did he dive, did he initiate contact, or was he taken out from behind, with a studs up, off-the-ground "tackle"?

Interesting. He chaired the appeals board that reduced the Everton points deduction. A Google of him brings up this

Gary Hickinbottom KC, on balance, comes out of this well too. He did not shy away from exposing the legal errors made by the Independent Commission and his disdain for the Premier League and its Chief Executive is clear to see in his decision.

However, his hands, and those of the Independent Commission, were tied by the Premier League’s inadequate policies (the Premier League’s Executive Board does not like this term), which he described cuttingly in Paragraph 184.

“We shall refer to these so-called “guidelines” as “the PL’s Structured Sanctions Submission”.
 
Boringly, it’s just that his fixed five-year tenure is coming to an end.

It couldn't be renewed if he was doing such a great job, or if he wanted to continue? I tend not to believe PR puff pieces.

I don't know, though, maybe they can only serve one term?
